Citations

Parking Citations

The San Leandro Police Department is responsible for enforcing all parking rules and regulations set forth by the State of California and the City of San Leandro. The San Leandro Police Department processes parking citations through a contractor DATA TICKET INC. It is important that you follow all the listed instructions in order to pay or appeal your citation to avoid any additional penalties.

We DO NOT accept payment at the Police Department.

* If you make a payment by mail, send the proper amount of the penalty in check or money order payable to: City of San Leandro. Please do not send cash. Enclose the notice of parking violation with your payment and/or proof of correction(s). Write your citation number on your payment. A $3.50 convenience fee will be applied to all credit card payments.

Appeals

Level 1: Administrative Review

The registered owner or lessee of the vehicle shall within 21 days of issuance, either,

  1. Pay the parking penalty, or
  2. Submit a written appeal online at www.CitationProcessingCenter.com or mail your appeal with any supporting information to the address as noted above. Your appeal request must be received within 21 days of the citation date. Submitted documents will not be returned. Your appeal should include the following information:

  • Date of request
  • Name and address
  • Contact information (daytime phone number/ email)
  • Citation number
  • Date of citation
  • Vehicle license plate number (including state)
  • Reason for request of citation dismissal
  • Any supporting photos or documentation to show that violation did not occur, payment, payment was made, or valid permits were displayed.

  • Level 2: Administrative Hearing

    If the person is dissatisfied with the results of the initial review, the person may request an administrative hearing of the violation no later than 21 calendar days following the mailing of the results of the issuing agency's initial review. The request may be made in writing or online through www.CitationProcessingCenter.com.

    Level 3: Superior Court Appeal

    Within 30 calendar days after the mailing or personal delivery of the final decision described in subdivision (b) of Section 40215, the contestant may seek review by filing an appeal to be heard by the municipal court, or by the superior court in a county in which there is no municipal court,

    Correctable Citations/Fix-it tickets

    The courtesy notice the court may send you will state whether you can pay for the violation or if you have to show proof of correction.

    If you show proof of correction and pay a dismissal fee, the court will dismiss the relevant charge.

    Upon correction of the violation, have a law enforcement officer or an authorized inspection/installation station agent complete proof/certificate of correction.

    Registration and driver license violations may also be certified as corrected at an office of the DVM or by any clerk or deputy clerk of a court. The violation will be dismissed by the court after PROOF OF CORRECTION and by payment of a transaction fee are presented to the court by mail or in person by the appearance date.

    Violations of Vehicle Code section 16028(a) vc (automobile liability insurance) will be dismissed only upon (1) your showing or mailing to the court evidence of financial responsibility valid at the time this notice to appear was issued, and (2) your payment of a transaction fee.

    Send your proof/certificate of correction to the designated location displayed on your ticket along with the correctable fee.

    Administrative Citations

    The City of San Leandro Municipal Code Section 1-12-200 provides for the issuance of administrative citations for San Leandro Municipal Code Violations. There are three levels of penalties that can be issued for a violation. The penalties are as follows: $100.00 for the First Violation, or a penalty of not more than $200.00 for a second violation of the same Code section within one year. A third (or more) violation of the same code section by the same person within a 12 month period may be charged and prosecuted as a misdemeanor.     Payment must be made in full within 30 days of the issuance of the citation, unless you are requesting an Administrative Hearing (See below for instructions). Payment may be in the form of a cashier’s check, money order or personal check. Do not send cash. Make checks payable to the City of San Leandro and write the citation number on your check.     Right to Appeal (Administrative Hearing)

    Any recipient of an administrative citation may contest the violation(s) by filing a request for an administrative appeal hearing within 21 days of the date the citation was issued. You may request a hearing by: (1) Appealing in person at the San Leandro Police Department Traffic Division Window (Mon-Wed / 9:00 am - 1:30 pm or Thurs & Fri / 9:00 am - 12:30 pm). (2) Calling the San Leandro Police Department Traffic Division (510)577-3271. (3) Submitting a request in writing to the San Leandro Police Department Traffic Division. The address and phone number for the San Leandro Police Department Traffic Division are listed above. In all cases you must provide your name, address, phone number, driver’s license number, date of violation and Administrative Citation number. In addition, you must submit the full amount of the penalty with your request for a hearing within 21 days of the date the citation was issued.


    Consequences of Failure to Pay the Penalty

    If payment is not received within 30 days of the issuance of the citation, a late fee of $40.00 will be added to the amount, and the new total amount due must be received within 30 days of the date on the late notice. If the new total amount, including the late fee, is not received within 30 days of the date on the late notice an additional fee of 1% of the total amount due will be added per month. The failure of any person to pay the total citation penalty assessed by the Administrative Citation within the time specified on the citation or late notice may result in the Agency pursuing any legal remedies to collect civil penalties.
